ICHR’s role as an Ombudsman allows it to monitor, document and investigate into specific violations of human rights. This role entails firstly that the commission undertakes “truth seeking” or national inquiries/fact-finding missions into specific violations and submits its findings and recommendations to the relevant authority/security agency to ensure that Law Enforcement Officials and government officials who committed violations are held accountable, and the victims of those violations are redressed. Secondly, the ombudsman role entails that the Commissioner General directly intervenes with the relevant authority and presents his/her concerns and recommendations to the President of the PNA and other high-ranking officials to ensure that human rights are safeguarded. When efforts are not successful, ICHR can use media and publicity as a tool to enforce its recommendations. Finally, this role includes complaints handling, as citizens file complaints to ICHR related to violations of human rights and public freedoms to which they or their family members have been subjected.
