ICHR holds a training day in the context of the Capacity Building Programme of the Palestinian Anti-Corruption Commission
The Independent Commission for Human Rights (ICHR) jointly organised a training day in the context of the Capacity Building Programmes, which the Palestinian Anti-Corruption Commission (PACC) delivered to the PACC staff. Entitled Anti-Corruption Measures from a Human Rights and Gender Perspective, the PACC programme was held over three days. The training session provided by the ICHR addressed the relationship between human rights and fight against corruption.
Dr. Ammar Dwaik, ICHR Director General, highlighted global trends that establish links between human rights and serious violations caused by corruption. Dr. Dwaik stressed that the anti-corruption effort should comply with the rights-based approach. Human rights abuses may not be justified by the fight against corruption. According to Dr. Dwaik, the ICHR-PACC partnership is governed by a memorandum of understanding. In addition to implementing joint activities, the ICHR and PACC compile joint reports on the fight against corruption and human rights.
Dr. Jamal Qash, PACC Deputy Director, emphasised the importance of exchange of experience and information. According to Dr. Qash, the training delivered by the ICHR provides real added value that will leave its mark on the PACC functions. Human rights are part and parcel of the PACC operations.
In relation to training topics, Advocate Islam at-Tamimi, Head of the ICHR Awareness Raising and Training Department, delivered a training session on key principles of human rights, highlighting the most notable international conventions and instruments as well as the obligations and responsibilities of the State of Palestine. Advocate Ma’an Id’eis, Legal Researcher at the ICHR, made a presentation on the human rights-based approach to combating corruption. Advocate Mousa Abu Duheim, Head of the ICHR Investigation and Complaints Department, explained the ICHR role in receiving complaints on human rights abuses.
