ICHR calls for establishing a commission of inquiry into the circumstances of killing a citizen in Tulkarem
30 August 2023
38/2023
The Independent Commission for Human Rights (ICHR) is following with serious concern the unfortunate events that occurred in the Tulkarem city and refugee camp on Wednesday, 30 August 2023. These events were in protest against Palestinian security agencies, which removed iron barricades at the entrances to the refugee camp. These involved protest actions and shootings, resulting in the killing of Abdul Qader Nidhal Zaqdah.
ICHR staff were in touch with citizens in the Tulkarem city and refugees as well as with competent authorities. The ICHR heard conflicting statements about the events that led to the killing of Zaqdah.
In light of these conflicting accounts, the ICHR demands that:
- Competent authorities establish an independent commission of inquiry into the circumstances that caused the killing of Zaqdah and publish investigation results.
- Relevant judicial bodies open a criminal investigation into these events, bring the shooter before the competent court, and not just establish an internal investigation committee.
- All institutions, security agencies, and citizens exercise restraint, have recourse to the law, maintain community safety, and protect public and private property.
