Mid-Term External Evaluation of the ICHR Strategic Plan (2023–2027)
The Independent Commission for Human Rights (ICHR), the National Human Rights Institution of the State of Palestine, announces its intention to solicit price offers for conducting a Mid-Term External Evaluation of its current Strategic Plan (2023–2027).
This evaluation will assess progress made to date in achieving ICHR’s five strategic purposes, with a focus on effectiveness, efficiency, relevance, internal coordination, value for money, and stakeholder engagement. It will also review donor reporting practices and provide actionable, evidence-based recommendations for the remaining implementation period through 2027.
Eligibility:
ICHR invites proposals from qualified evaluation firms or individual consultants with:
- Proven international experience in evaluating strategic plans, human rights programs, or institutions;
- Expertise in working with National Human Rights Institutions (NHRIs), especially in complex/conflict settings;
- Familiarity with UN and international accountability mechanisms;
- Fluency in English (written and spoken) and a working knowledge of Arabic;
- Availability during the full assignment period (August–September 2025).

Submission Instructions:
- All price offers must be submitted in sealed envelopes to ICHR’s headquarters in Ramallah.
- Submissions must include both a technical proposal and a financial proposal, prepared according to the instructions in the ToR.
- A 5% bid bond (of the total proposed value) is required.
- All prices must be quoted in USD.
