ICHR Calls for an End to Extrajudicial Killings in the Gaza Strip

The Independent Commission for Human Rights (ICHR) views with deep concern the killing of citizen (M.M., 42), from Gaza City, on Wednesday, 1 July 2026, allegedly on accusations of collaborating with the Israeli occupation forces. The ICHR is also concerned by statements attributed to armed groups in the Gaza Strip claiming responsibility for carrying out his "execution" after what they described as the "exhaustion of revolutionary procedures." The ICHR stresses that the gravity of any accusation, regardless of its seriousness, can never justify depriving a person of the right to life or imposing punishment outside the framework of the law and the jurisdiction of competent courts. It further emphasizes that the guarantees of a fair trial, the right to defense, and the presumption of innocence remain applicable and cannot be suspended, even in situations of war, disorder, or weakened law enforcement institutions.

The ICHR considers this incident, together with previous cases of killings, shootings, and physical assaults attributed to armed groups in the Gaza Strip, to be a dangerous indication of the growing prevalence of vigilante justice and the enforcement of punishments outside the rule of law. It warns that the continuation of such practices deepens fear and lawlessness and paves the way for further violations at a time when Palestinian society is in urgent need of enhanced protection for human rights, fundamental freedoms, and social cohesion. The ICHR further emphasizes that these internal violations cannot be separated from the broader context of the ongoing Israeli military offensive against the Gaza Strip, which has destroyed justice institutions, targeted civilian infrastructure, and led to the further deterioration of law and order through the erosion of the rule of law and the expansion of insecurity and an institutional vacuum.

Accordingly, the ICHR calls for the immediate cessation of all forms of extrajudicial killings and the enforcement of punishments outside the framework of the law and the judiciary. It urges all parties to refrain from carrying out any punishment or field measures against any individual, regardless of the allegations against them. The ICHR also calls for enabling the justice system,  including the judiciary, the Public Prosecution, and law enforcement authorities, to carry out their responsibilities in accordance with the law and international human rights standards, while ensuring the right to a fair trial, the right to defense, and the presumption of innocence. Furthermore, the ICHR calls upon all political forces and relevant actors in the Gaza Strip to uphold their legal responsibilities in protecting social cohesion, preventing acts of retaliation and lawlessness, and sparing Palestinian society further suffering. The ICHR reiterates that protecting the internal front is achieved through the restoration of the rule of law, not through summary executions or intimidation.
