ICHR Condemns the Killing of Uday Al-Rubaee and Calls for an Urgent Investigation into the Incident

The Independent Commission for Human Rights(ICHR) condemns the killing of Uday Al-Rubaee ,22 years old, from Gaza City and considers the incident a grave violation to the right to life and an extrajudicial killing.

According to the ICHR’s information, Al-Rubaee was abducted on the evening of Friday, March 28, 2025, at approximately 8:30 PM, from his displacement shelter at the Tel Al-Hawa Boys' Preparatory School by an armed group.

According to a statement issued by the victim’s family, they discovered his location after conducting searches and inquiries. About six hours later, they received information that he was at Al-Quds Hospital. Upon arrival to receive him, they found him in critical condition, necessitating his transfer to Al-Shifa Medical Complex. The family stated that he bore severe signs of torture, was restrained by his neck and hands, and suffered from deep wounds, multiple burns, internal bleeding, severe neurological and circulatory shock, a ruptured heart nerve, and fractures in the skull, pelvis, and back.

In their statement, the family held the "Al-Qassam Brigades" fully responsible for the incident and demanded immediate justice by holding the perpetrators accountable.

The ICHR views this crime as part of the deteriorating security chaos, the proliferation of weapons, and the absence of the rule of law in Gaza, posing a serious threat to public rights and freedoms.

Accordingly, the ICHR demands the following:

  1. An immediate and independent investigation into the killing of Uday Al-Rubaee, disclosure of the perpetrators' identities, and their prosecution under the law and ensure bringing them to justice.
  2. An end to extrajudicial assaults on citizens and strict adherence to Palestinian law and international human rights standards.
  3. Restricting law enforcement measures to legally authorized entities and ensuring that arrests, and judicial procedures comply with legal standards.
  4. Implementing lawful measures to prevent the recurrence of such incidents.
